ADER is a French acronym which stands for Actions for the Development of Regional Enterprises. The ADER Plan concerning subcontracting, implemented by the French government and the Regional Council, covered the ADER 1 phase up until December 31, 2004. This plan concerned five themes: concurrent simultaneous engineering, competitiveness, grouping of companies, training, and export.

Over a period of three years, the government and the region invested more than €23.5 M, which contributed to financing over 1000 actions benefiting 429 subcontracting SMEs (small and medium enterprises).

This cluster of industries federates all of the regional resources including major corporate groups, SMEs, public and private research centers, universities, engineering schools, and local authorities for the purpose of maintaining our strong international influence. This cluster represents 94,000 industrial jobs, of which 50,000 are in subcontracting, over 1,200 establishments, 8,500 jobs in research, and constitutes the leading concentration of higher education establishment sin France. The Aerospace Valley association, comprising 450 members, was created to lead this ambitious project.
